It's possible. . .but much more tiring. If you put your head in the water, it straightens out your body so it is much easier to pull yourself through the water. If you lift your head up, your legs/feet will automatically drop and your body will be on an angle--you'll have more resistance going through the water.
It is much easier to learn to swim if you put your head in the water. This is because your body will float if it is parallel to the surface of the water but will naturally sink if it is perpendicular. So you have to work that much harder to stay afloat.
That said, there are plenty of people that dog-paddle, swim a modified breaststroke or crawl without ever putting their heads under water. If you're not competing, it really isn't such a big deal. But if you're afraid to put your head under water, it will impact where/how far out you can swim.

Yes. Lifeguards will use an alternating head in head out to keep tabs on where the victim is located. It's not hard to do and if I'm just screwing around in the pool or don't want my hair to get wet, I'll use it.

You can, but it is more tiring. You can get goggles, ear plugs, even nose plugs if you find putting your face in the water uncomfortable. They may help. Good Luck!!
