Based on that short description, I vote yes. Of course, there are other variables, such as type of material, pattern, type of cute and of course the type of the person who is wearing it.

It depends on the woman. If it's someone with kickass curves, then it looks good. Plus, it can look classy. That kind of skirt would go so well with lace gloves, thigh high stockings with a lace trim and a lovely corset (see link):

It all depends on the person, the material, color, etc! Like if it was made of really shiny PVC then it's not so sexy, but if it was silk or brocade then it's beautiful!
