The same criteria that is in play today. A person whose actions have had an impact on The World. It is not Time's 'most liked or beloved' person or the 'most politically correct' person of the year but simply 'Person of the Year,' actually back then Times was Sexist and it was MAN of The Year. AND Yes, Hitler made it on to the List.
