As this happens my check engine light flickers on and off. I know a bit about engines but this has me stumped.

If the "Check Engine" light is flashing , It means the engine computer has detected a condition that can cause Catalytic Converter failure. In general, this is a cylinder misfire. For whatever reason (bad spark plug or wire, low compression, bad camshaft, etc.) Fuel is being put into one or more cylinder(s) and not burning as it should. So raw fuel is running into the Catalytic Converter, which can cause it to overheat and melt internally. IMHO, you should have the vehicle towed to your mechanic, and let him diagnose and repair the problem. You may need just a simple tune-up, but without any further information, this is all the advice I can give you.

Yes all the other answers are good, but also have the fuel pressure checked. If it low it will not supply en eff fuel to the injectors.
Also check the timing belt. If it is over 60000 and it has not been replaced, if it has slipped and the timing has changed then it to will not allow the engine to speed up

Have you replaced fuel filter lately? If so, there may be a secondary filter somewhere. Problems in the computer or associated sensors can cause this, also. Take it to a shop and have it analyzed. Doesn't cost much and should pinpoint the problem.

your ECM has some codes in it. have it checked.the filter being clogged will also do this. the reason the check engine light flickers because ECM is detecting low fuel pressure.
