One of two things is going on. Either you've just changed toilets and the new one doesn't fill like the old one did, (which it never will), because it's a 1.5 liter flush as opposed to the old 3 gal. flush models, or the small hose that comes out of the top of the fill valve has popped out of the top of the flush tower, (the tube in the center that the flapper ball is attached to). If it's the first one, good luck. These new water saver toilets are a joke. Most of the time you have to flush them two or three times to get the waste down, (big water savings)???

Check the flapper mechanism, make sure it doesn't leak.

If it doesn't, then try raising your float. If you let your tank fill up with more water (assuming no leaks), then you should be good to go.
