Some possibilities:
corrupted OS file
too many programs running
need additional memory
need to defrag
renegade software running

first I'd defrag.
look at device mgr --(what's running before you shutdown?)
remove unnecessary software
empty log files
remove all internet tmp files
get antivirus --AVG is free and good
popup blocker --adaware
use restore disk

probably in more or less that order

Usually it's caused by Windows waiting for a stubborn program to close. The worst culprit for this is Norton software. I don't know because you haven't said, but I bet you have Norton software running. This problem comes up time & time again on here...just see how many answers say "bet you are running Norton, get rid & change it",

the most common cause of this problem is due to files/temporary internet files being scattered all over your hard drive...... to eliminate this problem, defragment your pc.shut it down then reboot.....it takes ages to defragment, but is well worth the time...it slows your pc down when your hard drive is not used at optimim effiency..
