"You are my best Friend" is more important than the love stuff.
My Mrs of 20 years is my best Friend and I don't tell her I love her.
Because, after 20 years, she should bleeding well know "I do" by now !

An old English Proverb "Actions speak louder than words" Perform actions that show you do! Dont be embarrassed by your feelings also. Nothing wrong with saying the word LOVE...

Take her out to a nice restorant and tell her she have to pay for it. In that case she'll know u don't love her, cause that's how u feel. If u love her u would have no problem saying it.

Why is that a problem for you...there's really no substitute.
If you really can't say it you could tell her the way you feel about her is not like anything you've ever felt before.

Why don't you want to say the love bit anyway? Is it because you don't really love her? If so then don't tell her just because you think thats what she wants to hear.

Get one of those devices that they use on TV to bleep out swearing then say it. You will have actually said, she wont be able to hear it but will fill in the gap herself.

you can tell your g/f you love her in more ways than by saying the words.......a hug, a look or a gesture........you could always use words of course....such as explaining to her how much she means to you and how your life would be empty were she not sharing it with you....
