Taking this in a very general sense (the way I think you meant it), yeah, a guy can "love" a woman and still have sex with someone else in a moment of stupidity.

(This happens because sex for women tends to demand emotional intimacy first, while sex for men is more of a physical drive/hunger that exists outside of relationships.)

However, if the guy repeatedly cheats on a woman, then I would say he doesn't love her.

The act of cheating obviously is not love; and the fact that he is not taking whatever steps he needs to in order to avoid temptation also suggests he does not love the woman.

(Reasoning: A guy who loves his woman and finds himself cheating on her should be so mortified that he will do whatever he can to prevent it from happening in the future.)

I think it depends on what the two peoples views on sex are. Some people will view sex as a cherished and sacred act between two and should remain monogamous. Other people look at sex as an act of pleasure and separate it from love. If two people are comfortable with each other and feel as though sex is something that can be enjoyed with anyone they want then it is okay and those two could still love each other. On the other hand if they cherish their sexual life and one breaks that trust it would be a different story.
