It depends on how the Proxy has been setup. If it is a transparent proxy, regardless of you changing the settings it won't make a difference.
Assuming you are using Internet Explorer, you can view your proxy settings as follows.
> Select 'Tools'
> Select 'Internet Options'
> Select the 'Connections' tab
> Depress the 'LAN Settings' button

when you are on a webpage etc... goto tools in the top left of your page.. then select internet options.. the proxy settings are in there

you really can't, they have to do with wireless internet routing and if your computer can't detect them then you need a better wireless card or a closer modem.
