You can look at the Flood maps provided by FEMA and determine the flood plane elevation based on your position on the map. You really should hire a surveyor to determine the lowest floor elevation of your house. A surveyor should be able to provide a "flood certification" document to use to accompany your LOMA letter for around $200 depending on your area. You may not have much credibility without hiring a surveyor.

Look for contradictions in reports and proceedure. But by far the best argument will be having an independant surveyor's report to show contrary points. You're fighting city hall here. You need all the ammo you can muster.
