The DMV certainly will not issue you a licence below the age specified by law, in most states is 16. A drivers license is only part of the problem. What are you going to do about liability insurance, which can run in the vicinity of $1500 per/6 months for a driver in your age bracket? You cannot drive without liability insurance.In fact if you can't get insurance, your license is automatically revoked.
