Buy a CD/DVD scratch repair kit, available at most retail stores. Read & follow the directions.

I don't know if it works for DVD but it works for CD's.
Take green marker and folow the scratch line with it. I don't know how but it worked for me few times on CD's.
Haven't try this with DVD's.

I read in a magazine one time, that to fix a cd or a dvd you can just rub toothpaste on it, then rinse it off with warm water. I havn't tried it yet, but you can.

I take mine to my local Game Crazy store. They have a machine that resurface discs. Works most of the time, but not always.
