Black eyeliner will look good - I don't think it will be that good for the daytime though.

Use a cream concealer (this will provide for a good base for the color to stick to)

Use a black or dark grey (that will look awesome for your blue eyes) to trace your top lashline from the inner corner to the outer. Then, use the same pencil to dot between your lower lashes. Smudge both lashlines with a cotton swab or an eyeliner brush.

Sweep powder shadow (brown, gray and dark green all work with black or gray liner) over your lid and into your crease, blending the color up (but not too far up - just blend it up and outward)

Dust a lighter, neutral eyeshadow (like ivory or any lighter color) over just your browbone

Then use two coats of mascara (on top eyelashes, you don't want to have it too heavy on the bottom or you will look tired.)

Not all eyes and faces look good with that "smouldering" look. Some, like you, may end up looking like "raccoons" since this is a very difficult look to carry off. You need to have a very good, soft and creamy eyeliner pencil and a good blending/smudging brush. Apply the pencil along the lashline, then using the brush or blending tip, gently smudge the liner so that the line becomes very blurred. You have to make sure that the liner extends all around the eye, including the inner corner but when you "feather" it out, the inner corner has to be showing a thinner line of the shadow than the outer corners. Also, you need to extend your eyeshadow over the rest of the lid and make it go up at the corners, like a "cat eye" look. This will open up the eye and not make it look confined and small. Again, blend everything very well so there is no harsh demarcation line. With that said, I need to repeat that this look is not for everyone. I know women who do it and it looks great but I also know many women who look horrible with that look. Their eye and face configuration simply do not allow this look. You just have to know and accept your face with all its glory and limitations and realize that even if we like the way something looks on someone it does not always follow that it will also look good on us.

Achieving the smoky eye is more about the technique than the color of the eyeshadow. Divide your eye in three from top to bottom...1) Brow bone 2) crease 3) lid. Apply eye shadow using a sponge tip applicator on lid only in a packing on style then blend it using an eyeshadow brush blend it out up to the crease using a circular Motion (pivoting) next apply a lighter color on the brow bone and again blend using a circular motion. Outline your eye top and bottom with a dark eyeliner pencil then with the same eyeshadow you used on your lid blend with a q-tip. Finally apply tons of mascara!

You want more dramatic eyes, then a deeper blue (darker than your eye color) mixed with a gray will provide a smoky effect. I would recommend Lagune (mixes dark taupe/khaki with gray blue color) which is great for a dramatic evening look and its a little smoky.

For more dramatic look go with a black eyeliner and black mascara and use grey eyeshadow and that will give you a great smokey eye look.
Always use a mascara preferably black and curl with a lash curler this will also enhance your eyes.

Eyeliner is best when you know how to use it and how to give the effect (I can't always!).

But to get the smokey look, I'd suggest you to use black pencil on your eyes first. You may make the line thicker towards the ends. After the pencil, use black or dark grey eye shadow to the roots again. Your eyes will stand out and they will look bigger too.

With your color eyes& the look you're going for it's better to try a charcoal eyeliner. Black will be way too harsh. If you apply it ( charcoal) heavily you can use your finger or wedge shaped applicator to smudge it. Or you can apply it lightly on the rim of the eyes & just around the edges of the eyes(outside the lashes) & leave as is.

Yes but NOTE: Use pencil eyeliner, NOT liquid. Pencil eyeliner is easy to smudge so it'll give you the nice smoky look you're looking for.

=] Hope this helps.

Try using a charcoal color - less harsh.
They say MAC eyeliners are incredible.
So are Merle Norman in the little glass pots and buy the brush too.
Don't use Kohl type liners bc they will smear beyond belief.
