Probably Florida, I know for sure not New Jersey. In Florida businesses have to be accessible by wheelchairs but in New Jersey where I now live I cannot get into many businesses even though I can walk but do have a problem with stairs with no handrails, even the post office has a flight of steps to get into it and no ramp available. If I were in a wheelchair it would be impossible. There are places in Florida that meet requirements with wider halls for the wheelchairs and ramps at all businesses for people who can’t walk can get in. Some of the busses have a lift at the back that will get you and your chair into the bus and a place to strap you in securely. I was surprised when I moved to NJ and found out that it was not a national law but just a law in Florida. Maybe that is because of all the older people living there.
