you could try another web browser... firefox is the best option:

just hit internet explorer as many times as u want you either have the icon on the desktop if i have a explorer open already i go to it in programs and click it.
http://www.yahoo.co.uk a link like this can be right clicked and you can choose also to open in new window i do this when i'm going to a link from yahoo answers.

yes. if you need light weight browser than either use Maxthon2 or Green browser or use heavy browser like firefox which as you say may not be loaded.
