It's called "I Write Sins, Not Tragedies", and it's by Panic! At the Disco. You have to see the video to fully understand.
A couple are about to complete their wedding ceremony when, as the singer says that a waiter and a bridesmaid call the bride a w****, the singer, playing a circus leader, breaks in with the rest of the circus following him, starting the refrain. The bride eventually storms out. The groom is clearly angry at the circus guy, but the circus guys drags him outside by his ear to see his would-be wife kissing some other guy. She emotionlessly says sorry. The "technically our marriage is saved" part is probably saying that they were saved from an unfaithful marriage.
