No, and sometimes we are born with an extra vertebrae T-6 or L-6. (im a med student)
The next evolutionary step will be determined by our enviorment.
we are no longer evolving as an individual, we are now evolving as a system.
for example human beings took millions of years to evolve.
but industry,agriculture, medicine, etc.
these took 150 years.

Hahah, unfortunately no, because this wouldn't help the species procreate in any way shape or form (in fact, it might prevent some pregnancies. :p )
What might be a possibility is cloning up an extra vertabrae or two and surgically implanting it. I could see that happening, but only if ya got the money. :)
