Your pop-ups may not be coming from cookies. If you are using Windows, you can prevent anyone on the Internet from generating pop-up messages on your computer by disabling the Messenger service. You can restart the service easily at a later time if you decide to use it.
Windows XP Professional
1. Click Start-> Settings -> Control Panel
2. Click Administrative Tools
3. Click Services
4. Double-click Services
5. Scroll down and highlight Messenger
6. Right-click the highlighted line and choose Properties
7. Click the STOP button
8. Select Disable or Manual in the Startup Type scroll bar
9. Click OK

Go to your tools on the task bar at the top and delete all history this will help block them but then you need to save any sites that you like Do you have a pop up blocking program?? you might try getting rid of you Internet Explore and use Firefox as your main Browser It works a hell a lot better than explore

If you are using Internet Explorer try this,
Left click on Tools
Left click on the Content tab
Slide the button under Adjust the slider to specify what users are allowed to see all the way to the right.

Also go to your ANti Virus most of them have a popup stopper..Plus if your using XP go to tools the click on pop up stopper...Or you can download a Pop Up Stopper program....Good Luck

Deleting cookies may not solve your problem.
You should also check your computer for spywares (and virus).
