Yes. Just add in either an All-In-Wonder video card, PCI tuner card, or USB tuner box and you got TV on your PC.
No special OS is required (XP should do just fine) but if you want to make the most of it, they have a special version of Windows called Windows XP Media Center Edition that has a lot of built-in capabilities for HTPCs (Home Theater Personal Computers). There are also many other 3rd party programs you can add that allow you to use remote control, TV guide listings, and use your PC as a digital video recorder.
