Because it gave greater voice to the larger states and the smaller states would not be properly represented. That's where the compromise of a bicameral legislature developed. The House of Representatives apportions members based on population. Thus, California has many more reps than do North Dakota or Wyoming. But the Senate apportions representation equally, so each state has an equal voice and all states have the same input into decisions.
