I always try to set mine as low as possible. The purpose of the cache (pronounced, cash, geekspeek for 'temporary internet files') is, in theory if you've visited site a, and then gone to site b and then go back to site a.. rather than having to reload the page (a potentially time consuming process in the old days of not just dial up, but slow dial up) it could look in the cache, and show you the same files w/o the reload.
Problem is: if your cache is too big, it will take as long to find locally as to download again anyway. Particularly with the advent of the broadband connection... the problem addressed by having a cache is negated by the size of the pipes currently available.
