because they had very small white populations compared to the northern states. so they came up with the 3/5 rule, where each slave counted as 3/5 of a white person. this at least somewhat evened the laying field in terms of legislators

They wanted them counted because the House of Representative is based on the population for a particular state, more people, more representatives. If the slaves were counted, that'd give the south more representatives.

the 2/3 count was done to give the south a larger population base and more senators, as they are based in popultaion which the north had much more of.
