Scratchboard is traditionally a layer of white clay covered with a layer or two of India Ink. You can buy a product called Scratch-bord from a company called Ampersand in the US, and I think Hunt makes a thinner paper version.
Otherwise, you can try a couple of coats of white gesso (replacing the clay) on illustration board, painted over with India Ink - it should work close to the same.

It's a lot of work...but first you take a piece of mat board and color it randomly with crayons. Then you have to cover over all of that with a thick cover of black crayon. Your hands are going to really hurt for a long time after, but it can be done. Personally, the cost of scratchboard is reasonable, I wouldn't bother making one unless you had very specific colors you wanted underneath the black. Good luck.
