sure if your good then go to college and walk on and if your great get a scolarship

Yes. especially division 3 schools. division 1 and 2 would be much harder to get on the team through walk on. a lot of people also get noticed by playing on a team in the summer like an AAU organization were tons of college recruiters come to watch the big tournaments

you don't have to play high school to play college basketball there are no rules that you have follow

yes you can...........usually college teams have tryouts for walk-on players, so you can play college ball without playing in high school

Yeah...there aren't any rules against it that I know of!
It's a lot harder to get recruited when nobody has seen you play though...

No rule againts it, walk on players would be welcome if your good enough at any school.
