Right click on the Desktop, not on an icon, pick 'Arange Icons By' and uncheck 'Auto Arrange'.
Then you can put icons where you want to.

simply right click mouse anywhere on screen without pointing on anything. then click on "arrange icons by" then select any of the bottom 5 items to get your work done. mostly align to grid, lock items,auto arrange does the work.

Click on an empty spot on Desktop then Click on "ARRANGE ICONS BY".
Most likely it's set to "AUTO ARRANGE"
