Libertarians believe in people having the greatest amount of liberty possible. In fact the root word of libertarian is liberty.

Short version:
They believe in small government, like the fiscal conservatives, and disagree with those who take taxes for handouts. They believe that individuals should be left along to do what they want, and left alone to fend for themselves.
The share the same support of strong defense and national security as conservatives, but believe that overseas military action should be limited to only when/where necessary for American interests. Small government means looking out for our own interests first, and that any federal spending should be for the benefit of Americans.
They share the same love of freedom and liberty that liberals do. They value the constitution and the principles embedded in it. They support freedom of choice and freedom of religion, because they oppose government regulation in all forms.
And they believe, based on decades of medical research, that marijuana is no more harmful (if not much less harmful) than cigarettes or alcohol. So they would eliminate the petty possession offenses, and only prosecute the distributors and the pushers, while offering treatment and rehabilitation to the users (which is less expensive in both the short and long term than imprisoning them).
