Yes.
Too bad - you're gonna get one.
The State (government) has an inherent interest in whether or
not people with sufficient means and experience bring a child
into the world.
Why? Because the State will have to provide for that child
in the event that the parents cannot.
To date, people have generally considered the right to
procreate as fundamental - but it doesn't say it anywhere
in the Constitution.
I do think that the bar for becoming parents should be pretty
low.
All of that being said, the method by which the state would
control who conceives is a problem. Clearly most solutions
would be incredible breaches of the rights of privacy.
You cannot, however, take the approach of trusting that
people would obey the law - what are you going to do with
them if they don't? If you fine them, you are basically taking
money away from the baby.
I expect to be in the minority ;)

That somehow sounds like a trick question. If I say no, then there's the crew who will argue that having a group of horrible parents is a sure way to raise unhappy kids who may cause America to be a worse place. If I say yes, then there's the possibility of an America a la "Brave New World," which is totally at the other end of the spectrum and seriously scary.
I'm going to go for "No" because of all the complications, potential elitism, possible lack of diversity in our next generation, and other things. I'll skip the ethical tirade. ;-)

No. Stupidity is neccessary to balance out intelligence. Imagine an America without Beavis and Butthead, Cheech & Chong, WallMart or George W. Bush. There would be no need to improve the human race and therefore no dreamers or big thinkers and especially no need to ask silly questions like "do you think that passing a parental fitness test in order to conceive would make America a better place?" The question you should be asking is should we kidnap all the people who shop at WallMart and place them in concentration camps?

It would certainly make it a less populated place. Actually placing any restrictions on having children results in things happening outside of the law, and outside of medical attention which is vital. Check out countries like China to see how nice this is. So, nope.

Lets try passing being a parent before having to pass a fitness class.That is ridiculous..,hope you dont run for a public office we dont need people telling us how to look,next will be getting rid of any one that doesnt have blonde hair and blue eyes.Some people need to get a life and stay out of peoples private lives.

No. What there needs to be is parents being better and stronger role models for our youth. And that's not just your parents. We cannot expect that doing things when no one is looking is okay. Because we have such an integrated society now that nothing is ever behind the scenes anymore.

So, yah, i guess it would make America a better place... We'd all be able to do math, which would make your job easier!
