just above ur screen u can see file edit veiw etc ..there is a TOOL also ..just click it
then see in that very last internet option ...click it
in that u can see GENERAL click that
there u can see HOMEPAGE written
in that just type which page u want and then click ok
thats all

Haven't had any problem with:

Go to the page you want for "home"
click Tools
Internet Options
click the "use current" button

If your homepage keeps changinf its means it has been hi jacked and you have spyware.
