By winning each Blacklist members car, even if it means repeating the race. Also, while being pursuited, drive into the bus station and up the ramp, drive out to the edge of the ramp and 99 times out of 100 they will be unable to catch you; simply driving around beneath the platform. One time I had a patrol car accidently veer onto the ramp, I was able to push it off in reverse however.
