Do I have to pay for an ISP to access the internet to retrieve my Yahoo e-mail messages and surf the net? How do I set up the Internet connection without paying a monthly service charge? Living out of the country soon, only back in U.S, limited weeks per year. Don't want to have a monthly bill to worry about.

Most libraries have free access to the internet. Universities and other schools do as well.
You can always pay for a full year or more in advance to an ISP.
Walmart has one at @ $5/month.

Most public libraries have computers set aside for free public internet access. Internet cafe's such as StarBucks offer same.

I think the age of the free ISP's is over. About the only one that you might try is juno. I think it is still free just to check email.
