It was working up until about a week ago - I noticed the flow of cold water got less and less, until it became virtually a dribble. Then it stopped completely a few days ago. Even if you turn the tap on fully it doesn't pour any water. The tap also seems quite stiff to turn, and doesn't allow many revolutions before it won't let you turn it any further.

The hot water tap is fine.

Sounds like the valve is stuck shut and the top part broke off and it is probably difficult to turn at all . It probably got to the point where it was dripping water and when you turn it off to stop the drip it finally got down to the point where the washer was gone and got metal on metal which means it froze up and it wont turn on now . There is a shut off valve under the sink that could've got turned off . If it didn't , turn it off and remove the handle and use a wrench and loosen the nut right under the handle . unscrew it and look into it , if the valvestem is broke you will be able to tell . Replace it . It could also be hard water build up in the cold water lines . If that's the case , call the landlord or get ready to pay some money to get it fixed unless you are mechanically inclined . God Bless

Are you having any problem with the cold water coming out of your kitchen sink? If not...it's just that particular faucet and not your main cold water supply. If it gradually got less and less sounds like a clog...the question is where. The fact that the tap is hard to turn may indicate a problem with the faucet itself and not somewhere along the pipeline. Unfortunately, it sounds like you need to consult a professional plumber or someone really handy with that sort of thing because you'll probably have to take the faucet apart to determine the problem. Cut the water off under the sink..... unscrew the cold faucet water line from the water supply line......get a bucket and put under the cold supply....now barely turn the cold water supply line on to see if the water is flowing,.....once see is is flowing then your problem may be you need to replace you faucet assemble....if it is not flowing from the supply line....you should call a plummer.

Change the tap washer, it has come loose and is reverberating as water passes it. Turning the pressure down at the stop tap can also stop it.

Ask your neighbours if they are having problems too. It could be a mains problems. Get in touch with the local water board also. They will have an emergency number to call.

I suggest you get a plumber in to take a look at your water pipes, it's most likely a fault with the pipe.

Flick the cap off the top, there will be a screw there, tighten it up.
That worked for me with same problem.

sounds like you need to replace the washer (not the washing machine)
