you can in fact ride a scooter on the freeways in California as well as other states, but it has to have more than 200cc's. But for your basic 50cc scooters, which is about 90% of the scooters out there, then NO.

It depends on the size of the motor, I believe 175 and up are freeway legal.

Only the biggest scooters -- more than "15 brake horsepower." Honda sells one with a 250cc engine. That'll go on the freeway.
Always wear your helmet (trust me, it improves your head's aerodynamics on the freeway).

No, when the road turns to Freeway you have to exit. I drove a 50cc Yamaha from San Francisco to LA to Vegas, and back- tough and long, but good memories

Well, just to ride it on the streets, it needs a tag. Let alone, it has to go fast enough to be ridden on the freeways. Good luck.

many times a one hundred twenty 5 or 250 cc scooter is needed for expressway use, it must be in a position to maintain expressway speeds, the small ones won't be able to, so there fore are banned from street use.

if by freeway you mean interstate (or interstate type) highways then no. There are certain forms of transportation (bicycles, animals not on a trailer or something similar, or just plain walking) that are not allowed on the interstate.
