Their were no clear warnings. Hindsight as they say is 20/20.
One could just as easily ask why the Clinton Administration failed to move against bin Laden, or to take him into custody when he was offered to us on a silver platter.
One could also ask why the Clinton Administration erected Gorellicks Wall between the FBI and the CIA, and why they appointed Jamie Gorellick to the 9/11 Commission. Was it to shield her from having to testify about the wall?
I think it could also be argued the the obstructionist behavior of the Democrats after the 2000 election seriously delayed the Bush Administration in it's attempts to get organized. Perhaps if they hadn't been such sore losers, the Bush Administration could have detected the plot, and acted to prevent it.
You absolutely CAN NOT show that anyone in the Bush Administration was aware of the impending attack, and allowed it to proceed.

The warning were general and not specific so how can you know which or where to do something. Clinton had the same information when the towers was bombed in 1994 and did nothing till after it happened. Same thing when the U.S.S Cole was bombed. Again he did nothing.
