I think an outstanding school to go to if you're Hispanic and looking to further your education in a welcoming place. The school has a Hispanic majority, over 70%.
The Carnegie Foundation has ranked UTEP among the top 7% of US colleges in terms of it's efforts in moving undergraduates on to graduate and doctoral degree programs. The school has received a lot of new funding and appears to be on the rise.

What pops into my head? That in the 1966 basketball NCAA final between Western Texas University (The name, then, of UTEP) and the University of Kentucky, history was made when for the first time five black starters beat the overwhelming favorite, the number 1 University of Kentucky and its five white starters. UK racist coach Adolf Rupp had sworn that no black starting team was going to beat UK. Final score 72-65.

Average school, crappy town. I used to live close by.

The desert is nice, though, and you're right on the border if that appeals to you.
