Every state's laws will be different, but here you have to be at least 15 - the same age as the minimum for a Learner's Permit. This is assuming you want to ride on public roads of course. Good luck!

A scooter is considered a motorcycle. You have to be old enough to get a car license, which is the same age to get a motorcycle license.

here in Serbia you can drive bike under 125cc when you are 14 years old and bikes over 125cc when you are 18,same as a car.
