Most of the OTHER answerers are ALMOST right.
You used to get a Cap for EVERY International match that you played in.
Nowadays because of the amount of International games being played is far more, and the cost of producing these Caps.
Each Player receives 1 Cap on his Debut (with Name of opponents and date of game sewn on it) and then the SAME cap is used for his next 5 International matches. Again (with Name of those other opponents and the dates of the games sewn on it).
Because like an earlier poster said the Cap is like an old schoolboys Cap and has 5 sections on it, Hence it's used for 5 International matches, Then the Player recieves a new Cap. And so on and so on.
Although the old saying of winning an International Cap for playing for your Country still is used.

Yes, I know the Home Countries do it but I think most foreign countries don't do it(give out a cap), but they do record each an every appearance, and they still call it capping, by and large.
