Buy him one of those spray nozzles and go put it on his hose. Tell him you did so because it was drowning your garden and that wasting water is illegal in some places as well as just wrong. This way the lazy idiot can leave it on all the time as the nozzle will only let water out when squeezed.

He's breaching Section 74 of the 1991 Water Act. Most water companies have a form on their websites to report illegal hosepipe usage. And it's anonymous. Initially he'll be warned, subsequently anything up to a £1000 fine.

Does he know that this problem is happening? If he does I suppose it could be considered 'criminal damage' in a very loose way. Have you tried talking to him about it, perhaps then he will water his garden less. But then when we have those almighty summer downpours all the rain will run off his garden just the same but you cant really blame him for that..... a tricky one I think

THis is not only a massive waste of water (report him to the local water supplier-now) but is creating a health hazard- if the water becomes stagnant it will stink and be full of bacteria you dont want to be near, it will kill plants and grass through waterlogging, and will make your ground slippery and unsafe, and lots of other negatives. Contact water supplier, and local council; hes a fool.

I doubt if you would be sucessful in a prosecution, water finds its own level. Talk nicely to your neighbour and if that does not work talk to a nice lawyer.

His behaviour is likely to provoke a breach of the peace. Obviously a nutter, have a word with the constabulary.

Water comes under the "Common Enemy Doctrine". If it naturally flows onto your property, it is your problem. But one cannot channel the water from his property to yours. You can get redress through the course if all else fails.

Surely a blessing during the drought...nevertheless, report him for contravening the hosepipe ban.
