What is best way to remove mold and mildew from paneling in a finished basement?

While you may be able to remove heavy croppings of mold from panelling you cannot totally remove it. The cellulose in the panelling provides a source of food for the mold and until the source of the water is eliminated and the panelling removed and replaced.

Bleach and some sort of sprayer works good.
