The rotation of the Earth would have to be reversed for the sun to "rise" in the west. I put "rise" in quotes because, of course, the sun does not move in relation to our solar system, all the planets move and rotate as they do around the sun.
You dont specifically mention what the article you refer is, so for all I know it could be from one of those crackpot Terracentric organizations which believe the universe revolves around the Earth. The force of inertia alone would hurl everything on the surface of the planet a mile, as the Earth slowed its rotation to a stop before reversing. If you survived that, another effect would be, your toilet would drain in the other direction. I would be happier actually, because I usually drive east in the mornings and west in the evenings, blinding me as I drive both directions. Not anymore!

The sun rise is due to the rotation of the Earth. The only way the sun could rise in the West is if the Earth starting spinning backwards and that's not going to happen anytime soon. :-)

ya it is possible for the sun to rise in the west if you are muslim as we, muslims, believe that the major sign of the ressurection day will be the rising of the sun from the west. but for now, all you need to do is DON'T BELIEVE THAT MAIL!! It is because i usually get this mail sometimes which is very irritating and to me it is much more of a chain letter which ask people to forward it to one another.. so all you have to do is go to your email and delete it now and i mean it...

Well if we have a polar shift the magnetic north will be in the south and therefore the sun will rise in the west comparitive to magnetic north. But the sun can never rise in the geographical west unless its on another planet, or you know our planet shifts rotation, which from what i understand is compleetly imposible. But hey what do i know.

Asked and answered already. Based on a theory that the world has a heart beat, and the rotation will eventually stop, and then reverse.
See http://www.zetatalk.com/index/zeta134.htm for more silly theory.
