whatsthatbug.com is a great website with pictures and information on many varieties of insects. I used it a few times myself.

Guide books on insects.
I call or go into a local nature center with the specimen.
A gardener might know.
Google insects, images, and check lists. Classify as beetle, caterpillar, moth, etc. and check a lot of sites.
Bring to Garden/nursery place- they know alot.

Your local State University Extension Service employ Entomologists who "free of charge" will answer your question. They like to see the actual insect. A clear photo might do it too. They also have Master Gardeners to answer "gardening questions"
