depends on what level each level requires a certian amout of points you get the points by answering questions and rating things & etc. but asking questions cost points

Answer questions gets you two points, while getting your answer choosen as Best Answer get's you an additional 10. So, just answer questions!
You also get points for picking best answers to your questions.
