You would be doing him a favor by getting help for him. I've seen people doing the same thing and it is very upsetting. He probably needs a good evaluation and it might take someone to report him to the social services in your city. He might need to be on some medication for his own good. You would not be doing anything to harm him...leaving him alone could be worse...so many people live alone these days and do not take good care of themselves...they do not eat properly or take their much needed medications...or get enough rest....If he had that offense then that is another reason to report him. Children are frightened when faced with someone like him and who knows what it could lead to. Best of luck with your decision.

There is so much conflict going on in everyone's head most of the time that some of us talk to ourselves to try to straighten it out. While it's locked inside, it's just a jumble but when it's brought out by words, it makes sense. It can also help resolve a problem.
However, to do it loudly and angrily indicates something more is going on so I would avoid this person and be a littlle cautious in my dealings with him. However, you should always be kind. People are hurting from all kinds of things......misunderstandings, judgements, unfairness, etc. etc.
If he's really annoying others with the noise, call the police and ask them to handle it.
If you say anything on your own, you may bring some of that anger onto yourself.

A lot of people talk to themselves and it's really not a bad thing usually. However there are two types, the crazy schizophrentic people (like your neighbor) and the people who talk (outloud or in thier head) because they're very opinionated enjoy commenting on everything whether someone else is willing to listen or not. As for your neighbor don't be afraid to consult the council about him. A disturbance such as the one you described is definitly a valid complaint.

Two questions here
What does talking to oneself really mean? - It means you do not have an internet connection.
What is the best way to handle him? - Unless he does something which is a criminal offence, I would do nothing at all. If he is seeking attention from you, or someone else and you do not approve of the method then ignore it.
Perhaps you could speak to him and ask if the weather is good in his garden? Then go off and shout some racist comments, kick some stones in your garden, and go nude sunbathing in your garden.

Sounds like he might be schizophrenic or some other psychotic disorder.
He could also be manifesting Bipolar disorder or another severe mood disorder such as major depressive disorder.
If you have a way to refer him to mental health where he can get some help that would be the correct thing to do.
No mental illness gets better untreated, they will only get sicker.

Wow! Your neighbor sounds like a freak. I'd keep clear of him. I think most people talk to themselves, but i dont think most people scream or actually carry on conversations with themselves. I tend to talk to myself if I'm driving and running errands. I might say out loud what i need to do next or say out loud what i need to buy at the grocery store. I think that is probably normal, but your neighbor is not normal. Ignore him and dont ever let yourself be alone with him. Stay safe and good luck. Oh, and while talking to your self is not against the law, be watchful of any questionable, or illegal bahavior from your neighbor and report that right away.

Thank your lucky stars that you don't have the worry of a loved one suffering in the same way, with a neighbour that doesn't understand.
Your next door neighbour is probably getting much more interesting answers to his/her questions than you are - he/she answers them him/herself - Laugh.
You're best to try to ignore it, put some music on. Maybe you're angrier than normal because of his past.

Well,try one thing honestly.
Because I am the one who talk to himself and I really dont feel embarrassment about it. But I dont shout or do something crazy.
What I can suggest try to get close these people may be you will find something else and may be it will change alot in your life.Little problem-with the start and it will continue till the end but something is really damn good about it.Try it

The reason he does it is irrelevant, if he is that loud that he is disturbing your quality of life you can complain to the council but if, as you say, he is not living in reality, what difference would it make. They are not like to move him just because he talks to himself. you'd probably be better off being more tolerant.

what ever way you look at it he is ill, worth mention to the council, they may know of his condition, if you see him out side just say a quick hi, he may not acknowledge you or even stare wired at you,
if he dose just turn away don't make a issue cos you don't know what his mental illness is, but i would ask the council or social service, (if they will tell you) so you know where you are with him,
