As on most electrical parts associated with car engines.....the electricity has to be able to make a circuit........charge in......hot wire..........charge out ...and ground.

Fuel guage.
Actually, the Ground is a true return, for both, though the tank may be bonded with a short wire...
don't hook it up, and we get to see another car fire, on the news!!!
