In Pokemon Emerald, Dive is HM 8 and once you beat Tate and Liza in the Mossdeep Gym you are able to use HM 8 outside of battle. The only thing is, at this point, you don't have HM 8.
Once you've done the deed at Mossdeep's Gym, head to the Space Center on the same island--it's the large building to the East. Once you go inside the Space Center, you learn that Team Magma is up to no good and must complete a quest with Steven there. Ultimately, you'll tag-team with Steven to defeat Magma member Maxie at the top of the Space Center.
Once Maxie is defeated, return to Steven's house in the northwest corner of Mossdeep island to find Steven inside. Speak to him and he'll give you HM 8 as a reward for helping at the Space Center. Note that you can only use Dive while surfing and only on dark spots of water OR when you're submerged and have a spot where "light filters down from above".
Also, note the location of Steven's house for future reference. Once you beat the Elite Four, go back to Steven's house again to get the Pokemon Beldum, which is the first form of the Pokemon Metagross.

To get dive you must first defeat the twin gym leaders. theym are hard but you can easly beat them if you hav Sceptile and Wailord at level 45. beat them and go two houses to the left when you get out of the gym. the 2nd house is Steven's house. go inside and talk to him and he will give you Dive.
Note: you need to use surf first and then dive

Badge 7 is in mossdeep city. till now you get it, you are able to awaken kyogre and groudon and do the Rayquaza plot. Groudon is interior the magma hideout in jagged bypass, kyogre is in seafloor cavern, dive at direction 128. flow to sootopolis, Kyogre and Groudon would be struggling with. After that, awaken Rayquaza and flow back to sootopolis. Rayquaza will end them struggling with.you are able to seize Rayquaza now. Then, you are able to conflict Juan and get badge 8. After that, you are able to head to the Pokemon league
