You should really use the recovery console when you boot from the Windows XP CD Rom. It will Repair any errors automatically take only a couple of minutes.
Press and hold the F8 key while turning your system on and when the menu comes up selected "Last Know good Configuration"
But if you must use DOS Command, Not sure why? Except to experiment here goes:
Installing the Recovery Console on your system takes up around 7MB of disk space. To install the Recovery Console on your system follow these steps:
2. At the Dos Prompt type {X}:\i386\winnt32.exe /cmdcons
Where {X} should be the driver letter of your CD drive. If the i386 directory is already installed on your computer, you can just type the path to it, for example C:\i386\winnt32.exe /cmdcons
Follow the instructions to install the Recovery Console, when the installation is complete, restart your computer
The Recovery Console will show up in the list of available operating systems in the boot menu. to use the Recovery Console, you need administrator privileges

I find that program with Tommy Walsh is good at replacing Windows files, he tend to loose a few of them over the course of a year. If only he made his windows the correct size in the first place he would not need to file them down to get them to fit. Tommy being a professional would never have to reinstall the windows but beware a cowboy builder may well try to trick you into saying windows need to be reinstalled adding to the cost of the job.

Try using system restore if that fails insert windows recovery disc and select reapir windows if that fails save all data onto a CD/DVD and you will have to reinstall windows.

if you have the original windows install disk try this:
boot from the cd
follow the instructions through, eventually it will ask you if you want to install windows or recover a previous installation, choose recover and it will replace all required xp files
