I work for a Student's Organization and I have already written some invitation letters.
When talking about invitation letters, you deal with the Embassy, not with the 'government'. I don't know what are the requirements for Ghana, but the person should ask. There are countries where this is very serious and formal, otherwise they won't accept it.
If you don't get such information, write two letters. One addressed to the given office, one to your friend.
You should include the full name, the duration of the person's visit, his personal data (such as his place and date of birth, address, passport no.) and the reason he is going. You should also state that you will host him/her and that you'll provide everything during the stay. And be very formal.
If you write me a message, I can send you a sample (if you need it).
Good luck!

Just write the invite to the person directly. I don't see any reason to get the government involved.

I'm guessing you're talking about someone emigrating? In which case you'll need to look into the exact rules and regs on the customs website: www.hmce.gov.uk

Wouldn't imagine it would involve you talking to the government in Ghana though. It should be able to be sorted by talking with C&E in the UK.

If you are considering writing to a country's government and want to be taken seriously I suggest you brush up on your spelling and your grammar. The people of Ghana would be upset that you couldn't even be bothered to get the name of their country right. If I received a letter showing the grammar you have shown above I would wonder if it was a scam
