Sort of. It's illegal to occupy someone elses' property without their permission. But if you do it long enough, you can end up owning the property. It's called adverse possession. In a lot of states the time period is 10 years, but this varies. You occupy the land/house openly, and in a manner that prevents the real owner from using the property. It has to be done without their permission. If they don't object in the 10 year (or whatever) period, you can then go to court and get the title put in your name under the adverse possession laws.

It is not criminal in most states. If that is what you mean.
However the real owner does have a right to kick you out.
But if the owner does not kick you out, and you squat long enough(usually 10 years) you may even acquire a title to the land.[1]
