According to Adherents.com, in 1996:

Wisconsin had 1,759,923 Catholics.
California had 8,053,296 Catholics.

I highly doubt it. There is just not enough people in Wisconsin to have more catholics than say California, Texas, or New York. I would guess California, as many people of hispanic desent are catholics, and California has millions of hispanic catholics.
