What did you intend for puberty?
Puberty is the time when the sexual development is more evident and until its end.
The average time for boys is 12-13 as start and 16-18 as end.
Therefore, at 14 it’s quite normal that the adolescent time still is on...... don’t worry!
Of course, there are many variations and different cases. With development starting at 11 or already finished at 14!

It's completely normal to not even have started puberty by 14. It's completely normal for puberty to be finally done at around 18 or 19. The only time you need to worry is if you haven't started it by 17, in which case, see a doctor. If you have some of the signs (swollen nipples, body odour, lengthening of penis, appearance of pubic hair, swelling of testicles etc., then you're fine).
