There is no such thing as truly happy, as "happiness" is one of those abstarct thingies, which also makes it extremely relative; like with a different definition to every person on the planet.
I might consider myself to be happy - I've made the choices that I wanted to, and I'm living the dream that I dreamt!
But, the thing is that most people don't think about what they have now!! They're always "waiting for a better day"; saving their money/best/thoughts etc. for the future... Or, they're trying to deal with their past!
Well, I learnt that one can take a closer step towards being "truly happy" if you let go of the past (I myself have let go of having grown up without my father) and get on with today!!
And the Buddhists would say that we should only concentrate on the now- not 5 minutes ago, or 5 minutes from now, but only right now! It has taken me some discipline, but it's helped me a lot!
Because, as people like James Allen would say: "As a (person) thinks, so are they"!!
One last thought on this: If you are going to try and make a change in your thinking, try to disciplne yourself to be "happier" (in whatever way does make you happy), don't tell anyone of your plans! Even the most well-intentioned can say things to take your mind off what you want to do to be "happier"!!

Yes I am. Happiness is simply a state of mind and as such can be manipulated i.e. to block out pain. It is also possible to learn to take a positive outlook on everything and what might be a bad day or experience to someone becomes a challenge to you. Life would be incredibly dull if everything went to plan and we would learn little. A bad day can be positive if you learn from it.
Apart from that you get a certain satisfaction when people are puzzled by the fact you can be happy regardless what life throws at you.

I am happy! I have everything I have ever wanted out of life, a good job, a nice car, a wife I love, and a house I own. I am not hurting anybody, and to the best of my knowledge no one is trying to hurt me. It is a pleasure to get up in the morning, and I go to bed at night satisfied. I can look at myself in the mirror, and know I am good person. If that isn't happiness, then I don't know what happiness is.

Of course. The times I'm not merely make the times I am even better.

Here's a little song I wrote
You might want to sing it note for note
Don't Worry - Be Happy
In every life we have some trouble
But when you worry you make it Double
Don't Worry - Be Happy
Ain't got no place to lay your head,
somebody came and took your bed
Don't Worry, Be Happy
The landlord say your rent is late,
he may have to litigate
Don't Worry - Be Happy
Ain't got not cash, ain't got no style,
ain't got no gal to make you smile
Don't Worry - Be Happy
Cause when you worry your face will frown
and that will bring everybody down
Don't Worry - Be Happy

Come on, this is the post-modern age of relativism: no-one knows what True Happiness is: they can only say whether they, subjectively, happen to feel happy at the time. I think we have the ability to decide whether to be happy or not, and adjust our world or world view to fit that. That's all.

The people who are true to themselves, and don't do harm to others, they are the ones who have the best shot at being truly happy...alas, I don't know anybody like that, but, I know they are out there.

No, no one can say they are truly happy all the time, because we all hav imperfections in our life. There can be times when you are happy and those imperfections are temporarily forgotten, but nothing lasts forever. I'm a christian, so I'm happy spiritually, but my life could definetely be better at the moment.
